Inspector Joseph H. Dandy who is a candidate for the post of Inspector in Hong Kong has been a Sanitary Inspector in this Department for the last twelve months.
He has had charge of a district including property of all descriptions, & has discharged the duties of a Sanitary Inspector in a most efficient & satisfactory manner. He is a thoroughly sober & steady man.
I consider him very suitable for the post for which he is a candidate

It gives me much pleasure to recommend Mr. Joseph H. Dandy for the post of Chief Sanitary Inspector at Hong Kong. I have had considerable opportunity of estimating Dandy's ability from the fact that he regularly attended my Lectures at the School of Hygiene, University College, during the Sessions 1897-1898. I found him intelligent, accurate & painstaking during the course. Shortly after the course concluded he successfully passed the examination on the Principles of Sanitary Knowledge,
in which he was examined by the Liverpool Sanitary Science Instruction Committee
